LAHORE, PAKISTAN – In a bold move to fast-track criminal proceedings, the Lahore High Court (LHC) has proposed the use of WhatsApp and digital platforms for issuing summons, notices, and managing case updates, citing chronic delays in prosecution and investigation processes.
The LHC observed that the failure to submit challans (investigation reports) on time under Section 173 of the CrPC has led to severe backlogs and prolonged under-trial detentions—undermining the constitutional right to a fair and speedy trial.
Drawing parallels with the Sindh High Court’s approval of video testimony and Islamabad High Court’s remote hearings via Skype, the LHC asserted that digital coordination between prosecutors, investigators, magistrates, jail authorities, and committees could eliminate unnecessary delays.
The court stressed that while traditional systems lag behind, encrypted platforms like WhatsApp can help ensure timely communication, real-time alerts, and increased accountability across the justice system.
