Tianjin – China – The 25th Shanghai Cooperation Organization (SCO) Summit concluded with a joint declaration strongly condemning recent terrorist attacks in Pakistan and India. The Tianjin Declaration specifically addressed the Pahalgam attack on April 22, the Jaffar Express hijacking on March 11, and the Khuzdar school bus bombing on May 21, 2025.
The Pahalgam attack, which occurred in occupied Kashmir, claimed the lives of at least 26 civilians, marking one of the deadliest assaults in the region in recent decades. The Jaffar Express incident involved the hijacking of a train in Balochistan, resulting in a two-day hostage situation. The Khuzdar attack targeted a school bus, killing six people, including students, and injuring more than 40 others.
SCO leaders extended condolences to the families of the victims and emphasized the need to bring perpetrators, organizers, and sponsors of such attacks to justice. The declaration reaffirmed the commitment of member states to combat terrorism, separatism, and extremism, while condemning the use of such groups for mercenary purposes.
The summit also highlighted the importance of enhanced cooperation in addressing transnational threats, including narcotics trafficking, arms smuggling, and organized crime. Leaders stressed the necessity of multilateral efforts to ensure sustainable regional and international security.
The Tianjin Summit was the largest in SCO history, with over 20 heads of state and government attending, demonstrating the organization’s increasing role in regional and global affairs.
