ISLAMABAD, PAKISTAN: A new report by the Freedom Network has painted a grim picture of press freedom in the country, revealing that Punjab and Islamabad have become the most dangerous regions for journalists in Pakistan. The “Impunity Report 2025,” developed in collaboration with International Media Support (IMS), records a shocking 60% rise in violations against media professionals from November 2024 to September 2025.
According to the findings, 142 cases of media rights violations were documented nationwide during the period, with 36 formal legal cases filed under the Prevention of Electronic Crimes Act (PECA) and the Pakistan Penal Code (PPC). Of these, 22 cases were registered under PECA and 14 under PPC, most originating from Punjab and Islamabad — regions that now top the list of high-risk zones for journalists.
The report highlights an alarming surge in legal harassment and intimidation tactics targeting journalists and media organisations. It warns that government authorities are increasingly weaponising legal instruments to curb dissent and silence critical reporting, undermining Pakistan’s democratic fabric.
Freedom Network’s Executive Director, Iqbal Khattak, condemned the worsening situation, stating that Pakistan “cannot afford to silence critical voices” and urged immediate reforms to ensure journalists’ protection and media independence.
With the sharp increase in threats, harassment, and legal action against media workers, the findings raise concerns over the shrinking space for free expression and the growing culture of impunity surrounding press-related crimes in the country.
