Manila/Islamabad – The Asian Development Bank (ADB) has appointed Xiaoqin “Emma” Fan as the new Director General for the South Asia Department, which oversees the bank’s operations and development engagement in Pakistan and other regional countries.
Emma Fan brings over two decades of leadership experience within ADB, having served in various strategic, economic, and programmatic roles. Her new appointment comes at a crucial time as Pakistan seeks to navigate economic recovery, expand climate resilience efforts, and attract sustainable development financing.
ADB officials said Ms. Fan will be responsible for leading the bank’s strategic direction, overseeing ongoing development projects, and strengthening partnerships across the region. Her mandate includes supervision of country teams, policy dialogue, and coordination with national governments, including Pakistan.
Pakistan is one of ADB’s largest partners in the region, with active projects focused on energy sector reforms, infrastructure development, climate adaptation, and private sector growth. ADB’s ongoing Country Partnership Strategy (CPS) aims to support Pakistan through investments in green energy, digital transformation, and regional connectivity.
The Pakistani government welcomed her appointment, noting the continued support from ADB in implementing structural reforms and accelerating development goals.
Ms. Fan replaces Yong Ye, who held the position since 2021 and was instrumental in steering ADB’s support during Pakistan’s recent economic challenges, including post-flood recovery initiatives.
