SHANGHAI, CHINA – In a bold call for global unity on artificial intelligence, Chinese Premier Li Qiang has proposed the creation of an international AI cooperation organisation, headquartered in Shanghai, to ensure balanced and inclusive development of the powerful technology.
Addressing the World Artificial Intelligence Conference (WAIC), Li stressed the urgent need for a consensus that safeguards both innovation and global security, cautioning against AI monopolies by select nations or tech giants. The premier said the proposed body would facilitate shared development, open-source innovation, and governance standards, especially benefiting countries in the Global South.
China’s pitch arrives amid growing geopolitical competition over AI leadership, particularly with the United States. With homegrown giants like Alibaba, Tencent, and DeepSeek showcasing major breakthroughs, China is intensifying efforts to reduce dependency on Western tech and boost AI self-reliance.
Premier Li’s remarks have been echoed by international figures, including UN Secretary-General Antonio Guterres, who have called AI regulation one of the biggest tests of international cooperation.
As the global race heats up, Beijing’s proposal signals its intent to shape the rules of tomorrow’s AI world, not just follow them.
