ISLAMABAD: To meet the grave situation prevailing in the country, the government has decided to take extraordinary measures and a new strategy has been devised, as the top leadership has completed the consultation process.
According to reliable sources in the federal capital, some constitutional and supra-constitutional measures are being considered to meet the extraordinary situation and signs of their implementation will soon be visible. The sources said that President General Pervez Musharraf and top leadership of the ruling Pakistan Muslim League (PML) considered all available options during the consultations.
Under the proposed action plan, President Musharraf, who is also chief of the army staff, would get extraordinary powers to deal with the critical situation. It has been proposed that under Article 232(1) of the Constitution, the president would impose emergency. It is learnt there is also a proposal that President Musharraf, exercising his powers as the army chief, should impose a new provisional constitutional order (PCO) and in this regard some supra-constitutional measures are also being considered.
The sources said that despite supra-constitutional measures, there would be no ban on political activities and basic rights would not be suspended. They said that the general elections would also be held on time and assemblies would also complete their tenure. They said that the media would enjoy freedom but comments on some issues would be restricted under the law.
These supra-constitutional measures would be taken for a short period and limited objectives, the sources said, adding that basic aim of such steps would be to create harmony among national institutions. They said the steps would be meant to stop different institutions from interfering in each other`s affairs so that all institutions work within their constitutional limits.
Under the proposed action plan, summoning of a joint sitting of the National Assembly and the Senate has been suggested for endorsement of imposition of emergency under Article 232(7) of the Constitution. After that, the two houses of parliament would hold separate sessions wherein the tenure of the law allowing General Musharraf to hold two offices would be extended by six months, as this law is going to expire on November 15. The sources said that basic aim of the amendment to the dual offices law is to avoid turmoil during the general elections.

Abdul Jabar Shah had replaced Sayyad Akbar Shah of Sithana who was the first appointee as King of the Swat after Swat occupied by the Yusafzais.
With this all round affluence now the sweet Swat is under the dagger of the brutal butcher!!! Swat politicians, hearts, whether secular or clerical are not with ‘them’ but their heads are with ‘them’!!! Like kufians hearts were with Caliph Ali (RA) but their heads were with Yazid Ibn Maawia in Iraq.
The most horrible punishment that has been made available in the Holy Qur'an to be applied against those who are found involved in fasad-fil-ard viz terrorism. But the governments in Pakistan are always irresolute to tame the fanatics and restore normalcy in Swat & other such areas. Allah Almighty says: “The only reward of those who make war upon Allah and His messenger and strive after corruption in the land will be that they will be killed or crucified, or have their hands and feet on alternate sides cut off, or will be expelled out of the land. Such will be their degradation in the world, and in the Hereafter theirs will be an awful doom” (Surah Al-Ma’idah: 5-33).
