Reportedly about 140 posts, from grade-18 to grade-21 are lying vacant in the Punjab government. This is very sad to say the least. Posts in various grades are created after a lot of deliberations for the smooth working of the departments and to ensure good governance. Usually junior officers are posted against senior posts as a stopgap arrangement, which then continues for an indefinite period, thus putting the very bureaucratic system in jeopardy.
The politicians and bureaucrats work in different spheres of administration. A chief minister can supervise four or five ministries singlehandedly but a chief secretary cannot look after various departments independently, and neither could a secretary manage two or three departments effectively.
It is therefore in the fitness of things if the establishment division in the federal government and services and general administration department in the Punjab government take immediate notice of the situation and fill up the vacant posts as early as possible in the public interest.
