Two additional secretaries' promotion cancelled

LAHORE: The Punjab Services Tribunal (PST) has cancelled the promotion orders of two additional secretaries of Punjab Assembly, namely, Rai Mumtaz Baber and Faizul Basit, and issued directions to the speaker to hold a new Departmental Promotion Committee (DPC) meeting to consider eligible officers for promotion to BS-19, based solely on merit. Punjab Assembly Deputy Secretary Amer Habib filed a petition before PST challenging the promotion of both officers, which was ordered by the DPC in June 2010. The DPC was headed by the speaker of the provincial assembly. The petitioner claimed that both the promoted officers were junior to him, failed to meet the eligibility criteria and were promoted by the "competent authority" while hiding facts and displaying cronyism. He requested to declare their promotion null and void. The PST held that the DPC promoted Basit and Baber, deputy secretaries in BS-18 to additional secretaries in BS-19, based on greater experience and older age. On the other hand, the DPC maintained that the petitioner remained on extraordinary leave without pay for the period of 918 days and was therefore not promoted. End.
