A senior bureaucrat, Mr Imtiaz Kazi, after retirement from the position of Secretary Mohtasib has been appointed the principal advisor in the office of the ombudsman. According to reports, Mr Kazi has been given additional charge as Secretary Mohtasib also. On the face of it, this appears to be a simple arrangement but there is more to it than meets the eye. The position of Secretary Mohtasib has been traditionally held by serving civil servants. This is the first time that a retired civil servant has been given the charge of Secretary Mohtasib. Since the appointment of a retired civil servant as secretary is against the orders of the SC, a bureaucratic trick has been applied in this case: Mr Kazi has first been appointed as principal advisor and then given charge as Secretary Mohtasib. This is how the bureaucracy operates in its self-interest in Pakistan. ASGHAR MAHMOOD
