The head of the commission , Justice Qazi Faiz Esa said if the Supreme Court allowed then Mansoor Ijaz's statement could be recorded in a foreign country.
Esa added that Ijaz's reservations over security would be addressed by the commission.
Justice Faiz asked if Mansoor Ijaz was not in the mood to come to Pakistan, 'why must we be all excited to go abroad?'
The commission said the government should ensure safe arrival of Mansoor Ijaz besides providing protection to him during his stay in Pakistan and also ensure his safe return.
The memo commission barred the counsels of the parties in memogate scandal from engaging in media talks on matters relating to the memo case.
The commission ordered that the copies of Hussain Haqqani's statement be provided to the Attorney General and applicants.
It ordered the secretary commission to go up to Mansoor Ijaz in the plane upon his arrival and escort him to his residence or when he comes to appear before commission and also on his journey back to his residence.
Earlier, the US businessman at the centre of the memo scandal, Mansoor Ijaz has once again refused to come to Pakistan.
Ijaz's lawyer Akram Sheikh informed the judicial commission that there was a trust deficit between Mansoor Ijaz and Interior Minister Rehman Malik and presented the email sent by his client to the commission.
Shekih informed the commission that Ijaz's security should be given to an organisation that does not fall under the jurisdiction of Rehman Malik.
The commission has asked Sheikh to consult with Mansoor Ijaz and ask him when he can come to Pakistan.
