PWD makes Rs 2.30b illicit payment to NLC

Islamabad: Pakistan Public Work Department (Pak PWD) has made payment of Rs 2.30 billion to National Logistics Cell (NLC) in sheer violation of rules and regulations of PPRA against a illegal contract.

This was said in a writ petition filed by a private contractor's firm, Gondal Construction Company in Islamabad High Court on Monday.
The applicants in their application apprised the court that the PWD awarded the contract of making dual way of Mandra Chakwal Road and Sohawa Chakwal Road without any tender notice which is clear-cut breach of Public Procurement Regulatory Authority's (PPRA) law.
The application stated that earlier PWD short-listed few companies for these projects, whereas NLC neither applied for the projects nor the procedure of calling tender was completed.
The applicants told the court that in October last year, Justice Shaukat Aziz Siddiqui not only issued stay order but also forbade PWD to make payments to NLC but in spite of the court orders , PWD made the hefty payment to National Logistic Cell.
The construction company requested the court that cheaque of Rs 1.10 billion issued by PWD to NLC may be cancelled and PPRA may be asked to implement PPRA Ordinance 2002 and PPRA Rules 2004 strictly. The firm also pleaded that PWD may be directed to issue fresh tenders regarding these projects.
